John T. Bell, P.E.
John Bell, Owner and President of Coloney Bell Engineering, specializes in failure analysis, construction/building defects, vehicular collision analysis/reconstruction, and fire and explosion investigation and analysis. He has testified as an expert witness in state and federal court. D. Rowland Lamb, P.E.
Rowland Lamb is vice president of Coloney Bell Engineering. After receiving a bachelor's degree in Civil Engineering from Auburn University in 1983, Rowland began his career with the Florida Department of Transportation (FDOT). In his 16 year span with FDOT, he held various positions, including District Three Drainage Engineer. As FDOT's Statewide Design Specialist, he [more]was in charge of work zone traffic control and bicycle/pedestrian accommodation. He has qualified as an expert witness in the areas of transportation engineering, workzone traffic control, civil engineering, land planning, and accident reconstruction in crashes involving commercial trucks, automobiles, motorcycles, and pedestrians. Wayne Coloney has over 45 years of engineering experience. Wayne has qualified as an expert in civil and mechanical engineering, land planning, land surveying, and economic feasibility studies in state and federal court. Alec G. Haugdahl, P.E.
A native of Tallahassee, Florida, Alec Haugdahl is a Senior Project Engineer at Coloney Bell Engineering. Alec is licensed as a Professional Engineer in Florida, Georgia, and Alabama and is certified by NCEES. Hollis H. Bliss
Hollis Bliss is a project manager at Coloney Bell Engineering and brings 19 years of experience to the firm. She holds degrees from Florida State University and Florida A&M University and specializes in eminent domain, land planning, and building sciences evaluations. She was given the American Institute of Architects School Medal and Certificate of Merit in 1993. Brian Ranallo
Brian Ranallo is the production manager at Coloney Bell Engineering and has been with the firm since 1998. Brian oversees case management, project scheduling, and IT issues at Coloney Bell. He holds bachelor's degrees from Florida State University in both Applied Economics and Information Studies. Born in Al Khobar, Saudi Arabia, Brian grew up in Merritt Island, Florida.
Kathryn G. Bell
Kathy Bell is chief operations officer at Coloney Bell Engineering and has been with the firm since 1999. She oversees all office management and corporate business. A native Floridian, Kathy graduated from Florida State University with bachelor's and master's degrees in Education. Her experience includes 15 years of training and sales in the personal computer industry and six years of corporate training.
Laura Atchley
Laura Atchley has been bookkeeper at Coloney Bell Engineering for 20 years and is the firm's chief accountant. She was awarded the Service Award Charter Employee at Coloney Bell in 2006. A Tallahassee, Florida native, Laura has been married for 37 years to Cleve Atchley and has four children and one grandchild. She stays active in her church and has been a Leon County School volunteer for 27 years. Laura was awarded Leon County Schools' Adult Volunteer of the Year in 1993.
Danielle Sandoz
Danielle Sandoz is the office assistant at Coloney Bell Engineering and has been with the firm since 2005. She holds a Bachelor of Science in Biology and is currently pursuing a master's degree in Biomedical Engineering. A Florida native, Danielle has lived in Tallahassee since 2004.
