Principals

Coloney Bell Engineering's Professional Engineers have diverse backgrounds in a myriad of disciplines, including civil, mechanical, transportation and materials engineer. Our engineers also have additional training and experience in specialty areas, including fire and explosion analysis, vehicular crash reconstruction, work zone traffic control, water/moisture damage evaluation and various types of building envelope failures.

John T. Bell, P.E.
John T. Bell, P.E. specialized in failure analysis construction/building defects, vehicular collision analysis/reconstruction and fire and explosion investigation and analysis. He has testified as an expert witness in State and Federal court. Mr. Bell spent 12 years in traditional civil/environmental engineering, designing and overseeing the construction of water and wastewater facilities. He has over 20 years of engineering experience and is a licensed Professional Engineer in Florida, Georgia, Alabama, Tennessee, South Carolina and is certified by the National Council of Examiners for Engineering and Surveying. Mr. Bell is the owner and President of Coloney Bell Engineering.

D. Rowland Lamb, P.E.
Rowland Lamb, P.E. has over 21 years of engineering experience. The first 16 were spent at the Florida Department of Transportation in various capacities, including the positions of District Three Drainage Engineer, and Statewide Design Specialist, in charge of Work Zone Traffic Control and bicycle/pedestrian accommodation. He has qualified as an expert witness in the areas of transportation engineering, civil engineering, land planning and crash reconstruction.

Wayne H. Coloney, P.E., P.S.M., R.G.C.
Wayne H. Coloney, P.E., P.S.M., R.G.C. has over 45 years of engineering experience and has qualified as an expert in civil and mechanical engineering, land planning, land surveying and economic feasibility studies in State and/or Federal courts throughout the country. His experience includes transportation facilities design and construction, drainage and flood control, earth dam design, water and sewer systems, heavy construction and heavy construction equipment failures. Mr. Coloney is a licensed Professional Engineer in the states of Florida, Georgia, Alabama and North Carolina and is certified by the National Council of Examiners for Engineering and Surveying.
